There are three separate approvals and they are easy to confuse: your business, your number, and each template.
The order:
- Business verification with Meta. This is your company, not your number, and it is the slowest step because a human checks documents. Start it first.
- Number registration. The number has to not already be on the consumer WhatsApp app. If it is, you have to delete that account first, and people usually discover this at the worst moment. A fresh number avoids the problem entirely.
- Template approval. Each message you want to send outside the 24 hour window is a template, and each one is reviewed. Utility templates clear quickly. Marketing templates get more scrutiny and get rejected for things like an implied promise or a link that does not match the text.
What you can do while waiting: everything inside the window. Replies to people who messaged you first need no template at all, so the reply side of your automation can be built and tested before any template clears.
Two things that save a week. Submit your first templates as soon as the number is registered rather than after you finish the flows, because approval time is the part you do not control. And write the template to match the category you claim, since the common rejection is a marketing message submitted as utility.
