A customer told us they had asked to stop receiving messages and we kept sending. I checked and they wrote please stop the daily ones. Did we do something wrong or did that just not register?

A customer told us they had asked to stop receiving messages and we kept sending. I checked and they wrote please stop the daily ones. Did we do something wrong or did that just not register?
Broadcast to a segment of 4,100 contacts, delivered count came back as 260. No error anywhere. I expected some failures but not that ratio, so I assume I am misunderstanding something fundamental.
